In May 2025, the Texas School Safety Center (TxSSC) notified superintendents of independent school districts and open-enrollment charter school districts that the Emergency Operation Plan (Basic Plan) template and Active Threat for Schools Annex are required for the 25-26 cycle of Multi-Hazard Operation Plan (EOP) reviews. Note that The Emergency Operation Plan (Basic Plan) template has been updated and will need some rewrite, as will the Hazard Analysis Template.
Most districts still have the District Vulnerability Assessment (DVA) to prepare for, and this school year is the window for the three-year District Safety Audit.
I am available to assist districts with compliance with these requirements and expectations of the Texas School Safety Center and the Department of Safety & Security. The incident that occurred in Uvalde has motivated Emergency Operation Planners to work passionately to assist in the prevention of similar incidents. Emergency Operation Planners want to assist school districts in the West Texas area. Emergency Operation Planners provide guidance to assure that all legal obligations are met, and that optimal safety and security services are provided.
Our experience in public education provides us with the understanding of school districts, knowing that time is always a premium. Emergency Operation Planners will provide the planning, training, and preparation for a district that is time consuming, but a priority. Emergency Operation Planners will help your school district to maintain the SAFETY FOCUS each day by working with the district administration, necessary staff, and law enforcement.
